PSE&G Former Harrison MGP Site: Weekly Project Update – Week of 10/12/20

The PSE&G site remediation group and its environmental contractor, Sevenson Environmental Services, Inc., are conducting activities to remediate soils at the Harrison former MGP site. Work began in July 2020 and is expected to end by December 2022. Work is being performed in two phases.

The sitewide remediation project includes removing approximately the top 7 feet of soil below ground surface in preparation for treatment of deeper impacted soils through In Situ Solidification and Stabilization (ISS). ISS involves mixing impacted soils in place, below ground, with stabilizing agents such as Portland cement and blast furnace slag. Impacted soils in the vicinity of the active Meter and Regulating (M&R) Station and its infrastructure will remain in place but contained through installation of below ground slurry walls. 

These updates are being issued weekly throughout the duration of the project to provide a review of key activities performed at the site over the past week as well as a look ahead to the next week’s anticipated activities. Hyatt Line Gas Main:  Work to install the new Hyatt Line Gas Main, which is not related to the MGP remediation, continues at the PSE&G Harrison Site. 

  • The Hyatt Line connection is complete and the flow of gas will be restored early next week.
  • Work along Cape May Street will include backfilling and demobilizing equipment.
  • Restoration of the roadway and curbing is planned for early November.

Anticipated Work for the Week of October 12 – October 16

Remediation Activities – (See Figure 1 below and on the website)

  • Continue pre-excavation and clearing of subsurface obstructions and debris within ISS areas. This work will generate sounds from breaking of concrete and removal of metal piping and other materials.   
  • Perform ISS with bucket mixing in Area 1A.  
  • Transport excavated soil from the site by trucks for disposal or reuse at a licensed facility.
  • Operate temporary wastewater treatment facility to control groundwater and surface water accumulations during work activities. Treated water will be discharged in accordance with a permit issued by the Passaic Valley Sewerage Commission. 

Continue Monitoring & Mitigation Measures

  • Apply dust suppression and odor controls, as needed, during remediation activities. 
  • Continue vibration monitoring between remedial work and the nearest onsite buildings.
  • Continue to perform perimeter air monitoring when soil disturbance work is in progress. The majority of air monitors are located each day based on location(s) or work being performed. There are two stationary air monitors – one by the Laboratory Air Intake and the other by the garage. 
  • Maintain site security 24 hours a day, 7 days a week.

NOTE:  Odors associated with some constituents can often be detected at levels that are well below what would be considered a health concern and often below what can be detected by an air monitoring instrument. The MGP project continues to:

  • Apply vapor mitigation sprays in the excavation area.
  • Apply odor suppressing foams in the excavation area and in the trucks while being loaded.
  • Use odor suppressing foams more frequently and in greater amounts.
  • Cover project soil piles with plastic when work is completed.
  • Perform daily odor assessment walks around the MGP remediation work areas to determine if and at what levels odors may be detected beyond the work area fenceline. 

Other control measures, including water mist and sand, will be used as needed to control potential dust and odors during excavation and non-work periods, including evenings and weekends. The MGP project performs continuous air monitoring during working hours around the site, including monitoring stations by the welding shop, laboratory, and gym buildings. Confirmatory air samples are taken weekly and all results have been below our action levels.

  • Maintain soil and sediment erosion controls. 
  • Install temporary fencing around active work areas.

Work Completed October 5 – October 9

Remediation Activities

  • Excavated soil within the pilot testing areas to remove approximately the top 7 feet of soil below ground surface in preparation for ISS.
  • Continued pre-trenching and subsurface demolition to cut and cap underground utilities and remove old infrastructure. 

Monitoring & Mitigation Measures

  • Applied dust suppression and odor controls during pre-trenching activities. 
  • Continued vibration monitoring between remedial work and the nearest onsite buildings.
  • Continued to perform perimeter air monitoring when soil disturbance work is in progress. 
  • Maintained site security 24 hours a day, 7 days a week.

Site Preparation Activities

  • Mobilized remediation equipment and personnel to the project site as needed.
  • Performed soft digging to identify underground utilities around the work area perimeter. 
  • Established protection around utilities.
  • Installed additional soil and sediment erosion controls. 
  • Installed temporary fencing around active work areas.
  • Pre-trenched and conducted subsurface demolition to cut and cap underground utilities and remove remnants of old infrastructure.  

Community Outreach 

  • Provided update on Hyatt Line work to property managers of Steel Works and Cobalt Lofts, as well as a Steel Works resident. This work is not related to the MGP-site remediation.
  • Attended morning safety meetings for Resource Recovery to provide project update. 
  • Issued 10th weekly update email to representatives of the Town of Harrison, Hudson County Regional Health Commission, and property managers of Vermella, Steel Works, and Cobalt Lofts apartment complexes, as well as the owners of Joia Restaurant and officials of Amtrak.
  • Held 7th weekly call between remediation project team and PSE&G site management for improved communication and coordination.

The PSE&G remediation project team is committed to: conducting work safely on the job site; minimizing impacts from the project to those outside of the project area; keeping PSE&G non-project personnel, the local community, elected officials, and all interested parties informed of our progress; and enhancing the property’s continued productive use. The team will follow the guidelines and directives issued by the New Jersey Department of Health, the CDC and the Occupational Health and Safety Administration, as applicable, for maintaining a clean, safe and healthy work environment. PSE&G personnel and contractors are required to participate in social distancing and wear appropriate gloves and face coverings during all work activities

All work is being performed in accordance with the guidance and regulations of the New Jersey Department of Environmental Protection (NJDEP), and under the oversight of the Licensed Site Remediation Professional (LSRP) of record.
